 NAAEI’s Certified Apartment Portfolio Supervisor (CAPS) program is an in-depth review of property management principles and techniques as used by the professional supervisor. The course helps the professional make the connection between knowledge and on-the-job performance.

 CAPS will be held on

CAPS Prerequisites: CAPS Candidates must have worked as a multi-site supervisor for 24 months or have your CAM designation in good standing and 24 months of management experience.

Course Instructors, 

 

Leonard Frenkil, Jr., serves on the WPM Board of Directors and is Executive Vice President of The Time Group, a real estate investment company with holdings throughout the Mid-Atlantic region. He is a founding member of WPM and Past President of the Multifamily Real Estate Division. He continues to teach WPM’s internal culture and leadership courses and serves as a strategic advisor, providing guidance and mentorship to WPM clients and Associates.

Leonard joined WPM as a founding member in 1992. During his tenure, the company expanded its management portfolio and grew from 50 to 500 employees. Leonard was responsible for establishing the company’s education and professional development leadership training, setting the stage for what has become a critical part of the company’s DNA and its long-term success.

Active in the real estate industry, Leonard has served as Board Member and President for the Institute of Real Estate Management (IREM®) Maryland Chapter 16, Board Member and President of the Maryland Multi-Housing Association (MMHA), and Board Member of the Apartment Builders and Owner’s Council for the Home Builder Association of Maryland. He holds the designation of Certified Property Manager (CPM®) and is a graduate of the Gilman School in Baltimore.


Theresa is President and CEO of Rachuba, a family-owned and operated real estate company focusing primarily on property management and real estate investing.  She has almost 20 years of experience in the property management industry with a focus on operations and financial management.  Rachuba’s properties were managed by a third-party management company until Theresa led the effort to bring management in-house in 2007.  Currently, Theresa’s primary role is to develop and implement Rachuba’s strategic plan as well as oversee all financial, operations and human resource functions for Rachuba.

Theresa earned the designation of Certified Property Manager (CPM®) and Rachuba Management, Inc. holds the Accredited Management Organization (AMO®) accreditation.  Both designations are through the Institute of Real Estate Management (IREM).  These designations provide Rachuba with the elite standards for property management firms and sets Rachuba apart in terms of reputation, fiscal stability, exceptional management and ethical conduct.

Theresa is active in the industry associations.  Theresa holds leadership positions in both the Maryland Chapter of the Institute of Real Estate Management (Current Board Member; Past President) and the Maryland Multi-Housing Association (Current Executive Committee Member; Past President). 

Theresa was born and raised in the Baltimore Area.  She attended Notre Dame Prep and then Lebanon Valley College, where she earned a BS in Actuarial Science.

Letecia Rollins’ practice concentrates on landlord/tenant matters representing property management companies throughout the State of Maryland. Letecia’s responsibilities include defending landlords in all matters concerning breach of contract and civil and criminal real estate-related lawsuits.

She represents landlords in federal court, state court and administrative agencies in defense of claims filed under the Fair Housing Act.

With over two decades of experience managing commercial, retail, and multi-family residential properties, Kubie Edelen-Davis oversees the daily operations of over five thousand multi-family housing units in the D.C. Metro, and Baltimore markets. Her primary focus is on marketing, human resource management, financial management, revenue growth and capital improvements.

As the Regional Director of Property Management for Quest Management Group, LLC., she brings a passion for providing exceptional service to residents while achieving the company's business objectives. Under her leadership, the portfolio has seen consistent growth in both revenue and resident satisfaction.

She received a Bachelor's degree in Criminal Justice from California State University, San Bernardino and in her free time, she enjoys writing and singing professionally.
